This paper reports on the book "From Poor Law To Welfare State" by Walter I. Trattner, a book analziing the origins and development of social welfare programs in America from colonial times to the present, noting at the outset that the ideals underlying any programs in a social welfare system reflect the values of the society in which the system is found, which is a logical view of the way the system derives from the customs and practices of the past.
