This paper will discuss two conflicting social values that have impacted the development of the social welfare policies. Present an example of a program past or present that reflects the societal ambivalence that will show how it has changed the policy over the years for the better or the worse. By examining this problem in the Social Security system, w can see how policies clash and they way that policy makers are working to help all parties involved in the case. 3 pgs.
