This paper discusses the various theories of the role of the principal. There is a shortage in the position of high school principal. Almost half of the districts reported that there was a shortage when they were surveyed. Kerrins says, "Talk with just about any school superintendent or human resource director in California and he or she will tell you there's a shortage of applicants looking for principalship jobs across the states (2001). The shortage has occurred among both rural and urban schools. Cistone and Stevenson say that the job roles of the principal of rural and urban schools are not much different in considering the role of the prinicipalship (2000). The problem was not with those hired but with the individuals who were either seeking the position or the fact that individuals were not seeking the position.
