This paper traces the evolution of the illegal drug trade. It discusses the drug cartel and the evolution of the cartel system into one of para-military forces. The paper concludes with a discussion of how these forces might be dealt with on a national level, as well as on a global level. Asset freezing is one way that these organizations might be combated.
