This essay attempts to understand some comment made by Marshal McLuhan in a review of some of the work of Harold Innis. By drawing on Wade Rowland's book, "THe Spirit of the Web" the author shows argues that the significance of electric technology can must be understood as a form of technology that decentralizes mechanical forms of technology, thus making possible a more global community.
